An emotionally scarred ex-F.B.I. agent, Ryan Hardy, returns to duty when Joe Carroll, an infamous serial killer escapes death row. Hardy soon finds that Carroll is in communication with other killers and is seeking to reactivate his cult of believers that will obey his every command.
