This scene is why I love this show. It's hilarious, almost ridiculous, irriverent but actually a very sweet and important moment for the two of them. Susie will never say it out loud but she cares for Midge so much, she shows it in her own way and the ring was Midge's way of saying she does, too. Such a good scene.
