He believes that his brother will find the way to his career if he discovers some bigger criminal scandal. He begins to send anonymous anonymously to various people with some wrongdoing that he knows about everything. He hopes that the culprits under the influence of these letters will report themselves to the militia and raise his brother's statistics. Instead, however, the hunt for a "dangerous blackmailer" begins.
